The following link can be used to get GSM/GPRS and 3GPP specifications.
Steps:
1) Go to: http://pda.etsi.org/pda/queryform.asp
2) Key in the specification number eg: GSM 04.08, and click search.
3) In the searched list, click on the Download link.
4) You can use "arunra@rediffmail.com" as the e-mail id if you are not already registered. Click Submit
5) Download the .pdf, .zip or .doc file.
The Same procedure can be used to get 3GPP specifications too.
